TheBoard of Advisors (BOA) is a program advisory board comprised of environmental leaders from state and federal government agencies and the private sector who volunteer their expertise and and passions to ensure ITRC fulfills our strategic direction.
Randy Chapman is an Environmental Manager for the Petroleum Remediation Program at the Virginia DEQ. Randy has worked in the Tanks and Remediation Section since 1993. He currently oversees release investigations, assessments, corrective actions, and closure of petroleum impacted sites as well as the Compliance and Enforcement activities associated with regulated petroleum UST and AST inspections. Randy has been involved with ITRC since 2012 as a member of Petroleum Vapor Intrusion (PVI) team, then as co-Team Lead for the ITRC LNAPL update, ITRC Board Team Leader Liaison, and currently ITRC Co-Chair. Randy is a proud graduate of Clemson University and dedicated Washington Nationals fan!
Paula Panzino
Co-Chair (2027)
Paula is the Chief Science Officer for Arizona DEQ and also serves as a co-chair for the ITRC Board of Advisors. Prior to becoming a co-chair, Paula was a co-team lead for the Biological Contaminants of Emerging Concern (BioCEC) project team and before that the CEC project team. At ADEQ, Paula manages the Office of Environmental Excellence leading the implementation of ADEQ’s PFAS Strategy, the Quality Management System and providing support and subject matter expertise to resolve Arizona’s most complex contaminated sites. Her education includes an M.S.E. in civil and environmental engineering from the University of Michigan and a B.A. in Geology from Wellesley College. Before working for the State of Arizona, Paula was a Principal Scientist working to design, install and operate groundwater remediation systems at contaminated sites.
Dusty Hawkins

Dusty serves both as an At-Large BOA member and as ITRC State Engagement Coordinator. Prior to joining the Board, Dusty served as the ITRC Point of Contact for the State of Alabama for 5 years and worked on several ITRC project teams. He is responsible for overseeing the State Engagement Program, which works to ensure ITRC’s resources are disseminated amongst the states, recruit state members to ITRC Programs and Project Teams, and communicate the states’ environmental priorities and emerging issues with ITRC. Dusty has been working for the Alabama Department of Environmental Management for 7 years as a hydrogeologist and worked for industry as an environmental consultant for one year prior. Dusty holds both a B.S. and M.S. in Geological Science from the University of Alabama and is a Licensed Professional Geologist in the State of Alabama.

Justin is an Environmental Fellow at the Tennessee Department of Environment and Conservation. His expertise and interests focus on fate, transport, and risk associated with chemicals of potential concern. He is a Board Member for the Association of Vapor Intrusion Professionals, the Tennessee State Science Contact for the Environmental Research Institute of the States, and the Tennessee representative and state point of contact (POC) for the EPA Federal-State Toxicology Risk Analysis Committee. He is the former Tennessee POC for ITRC and a former member of the Association of State and Territorial Solid Waste Management Officials Chemicals of Emerging Concern steering committee. He supported several ITRC teams including, Remediation Management of Complex Sites, LNAPL Update, PFAS, 6PPD, and CEC Biologicals. He has been a trainer for ITRC, training thousands of individuals to date. He holds a B.S. in Environmental Geosciences from Valdosta State University and an M.P.H. in Epidemiology from East Tennessee State University.
Mike Penzone

Mike is a hydrologist at Delaware DNREC assisting the State’s PFAS response program. Prior to serving on the Board of Advisors, he served as a ITRC Co-lead for the Passive Sampling Update Team and a team member for both the PFAS and Vapor Intrusion Team. Prior to DNREC, he worked as a Geologist for the Pennsylvania DEP and spent eight years in private consulting. Mike holds a B.S. in Environmental Geoscience from West Chester University of Pennsylvania, is currently earning a Masters of Public Administration from Rutgers University, and is a Licensed Professional Geologist in Delaware and Pennsylvania.
