Charles Reyes

ITRC Director

Charles joined ITRC in May 2023 and is responsible for overseeing the implementation of our strategic direction and priorities, coordinating activities of the Board of Advisors, Teams, and partners and managing ITRC’s staff and financials. Prior to joining ITRC, he worked for the Association of State and Territorial Solid Waste Management Officials (ASTSWMO) for 14 years in various capacities and spent a few years as an environmental consultant. Charles holds a B.A. in Political Science – Legal Studies from Virginia Tech, and a Master Certificate in Supervisory and Human Resources Management from Michigan State University – Eli Broad College of Business.

Carolyn Sistare

Senior Project Manager

Carolyn joined ECOS in March 1999. She is a native of Trinidad and Tobago and graduated from the University of Maryland University College with a B.S. in Business Administration. Carolyn worked with the Government of Trinidad & Tobago, Ministry of Finance for 17 years before migrating to the United States in 1997. She is currently responsible for the management of ITRC’s financials, contracts, and grants.

Sabrina Heivilin

Project Manager

Sabrina is a Project Manager at ITRC, with a background in nonprofit work and legal project management. She previously worked as an International Trade Paralegal at Akin Gump Strauss Hauer & Feld, LLP, focusing on cases involving trade remedies and risk management. At Wilkes Legal, LLC, she worked as a Senior Paralegal and Marketing Associate, modernizing marketing strategies and managing a significant portfolio of immigration and family law cases. Earlier in her career, Sabrina worked with the Immigrant Worker Project, where she assisted with case evaluations and legal support for Latino immigrants, gaining valuable insights into nonprofit operations. She earned a Bachelor of Arts and a Certificate of Applied Research from Walsh University, majoring in Government & Foreign Affairs and International Relations, with minors in Environmental Science and Peace Studies.

Taylor Voelkel

Project Manager

Taylor Voelkel is a Project Manager at ITRC. Taylor comes from an Academic and Administrative background, having worked at Johns Hopkins Bloomberg School of Public Health as an Academic Program Administrator for their Department of Environmental Health and Engineering where she gained experience in project management and administration. She also received her Masters degree in Environmental Health from the Bloomberg School of Public Health. 

Marguerite Bennett

Project Associate

Marguerite Bennett is a Project Associate with ITRC. A native of Virginia, Marguerite is a recent graduate of Louisiana State University with a Bachelors of Science in Environmental Management with a concentration in Policy Analysis. Before attending LSU, she spent her freshman year of college at the University of St. Andrews in Scotland, studying Marine Biology.

Nicole Henderson

Program Manager / Contract Support

Nicole Henderson has been a contractor for ITRC since 2014. Nicole supports Team Management, Training Development and Implementation, and the Board of Advisors. Additionally, Nicole serves as the meeting planner for ITRC helping with the Annual Meeting, Kickoff Meeting, and Board of Advisor and Team Meetings.
