The Interstate Technology & Regulatory Council (ITRC), a program of the Environmental Research Institute of the States (ERIS), is releasing three requests for proposals (RFPs) each seeking proposals from qualified contractors to provide Program Advisor Support for ITRC’s three new 2026 Project Teams.

- PFAS Treatment Technologies Team
- Artificial Intelligence/Machine Learning (AI/ML) in the Environmental Field
ITRC Program Advisors are responsible for providing project management support for the project team’s activities, which includes the development of written deliverables, training, and educational materials. The selected contractor will play a key leadership role to ensure that ITRC fulfills our mission to develop tools and strategies to reduce barriers to the deployment of innovative environmental technologies.

Questions and Answers
1. Our current plan is to put forth one person as the Primary Key Person another person as the Secondary Key Person. Can the two references requirement be filled with one reference for each Key Person?
Please provide two references for the Primary Key Person. Providing a reference for the Secondary Key Person is optional.
2. Please confirm standard 11pt. Calibri or 12 pt. Times New Roman fonts and 1 inch margins are acceptable and that no word count limit per page applies for proposal response submittal.

3. How many Program Advisors will be selected in the ITRC Environmental Artificial Intelligence/Machine Learning Program?
ITRC will select one proposal to provide Program Advisor support for the Team.
4. Is geographical location (within the U.S.A.) a factor in the selection process?
Individuals, contractors, companies, and other entities located outside of the U.S. are eligible to apply. Note that ITRC may receive financial support from the U.S. government and departments through cooperative agreements to support these teams, and each department has several requirements and restrictions for non-U.S. companies. This could be a factor in the selection process spending on the Proposer’s status and location.
5. The RFPs indicate that the time required for Program Advisor support is approximately 60 hours per month. Is that inclusive of the time required to support the four in-person ITRC meetings, or should the time to attend the in-person meetings be estimated separately?
The time to attend the in-person meetings is included in the estimated time of 60 hours per month.
