The Interstate Technology & Regulatory Council (ITRC), a program of the Environmental Research Institute of the States (ERIS), is releasing three requests for proposals (RFPs) from qualified contractors to provide Program Advisor support for ITRC’s three new 2027 Project Teams:
- Bioremediation Technologies Team
- PFAS Anthropogenic Background Considerations Team
- Brines and Produced Water Team
ITRC Program Advisors provide project management support for the project team activities, including the development of written deliverables, training, and educational materials. The selected contractors will play a key leadership role to ensure that ITRC fulfills our mission to develop tools and strategies to reduce barriers to the deployment of innovative environmental technologies.
Proposals must be submitted by email to Charles Reyes, ITRC Director, at creyes@ecos.org no later than September 30, 2026, 5:00 PM ET.

Questions and Answers
1. The three RFPs state: “Historical experience indicates that the anticipated level of effort is the equivalent of a part-time project manager role; however, this information is provided for planning purposes only and does not constitute a guarantee of hours or workload by month.”
Does part-time mean approximately half the time of a full-time equivalent position? Or is there an approximate average hours per month you anticipate for each of the 2027 program advisor positions?
Workload will fluctuate each month based on the activities of the team at any given time, so it is difficult to provide an approximate average of hours per month. An approximate average of 700 hours per year has been used as an estimate by ITRC historically. This estimate can vary depending on the technical and management capabilities of the Program Advisor.
2. For the Brines request, can ITRC confirm that we should NOT budget for attendance to the 2027 ITRC Annual Meeting in April 2027?
That is correct. Do not budget for attendance to the 2027 ITRC Annual Meeting.
