Who We Are

The Interstate Technology and Regulatory Council (ITRC) is a state-led environmental coalition working to create innovative solutions and best management practices. ITRC produces documents and training that broaden and deepen technical knowledge and expedite quality regulatory decision making while protecting human health and the environment. ITRC is a program of the Environmental Research Institute of the States (ERIS), a 501(c)(3) organization incorporated in the District of Columbia and managed by the Environmental Council of the States (ECOS). ITRC is established in the ERIS By-laws. ECOS is the national, nonprofit, nonpartisan association representing the state and territorial environmental commissioners.

ITRC represents all 50 states with membership from state, federal, tribal, and international agencies, as well as members from academia, the private sector, and the public. 

Mission

Develop innovative products and training to provide the knowledge and skills to address environmental challenges within the U.S. and worldwide.

Vision

ITRC achieves its mission through its Environmental Teams, composed of state, tribal, and federal representatives, industry consultants, community stakeholders, and academia. Teams develop guidance documents and training courses, providing state agencies and others with valuable technical knowledge and best management practices to address environmental challenges.

Diversity, equity, inclusion and transparency are embodied within the core values of ITRC. They are fulfilled in the pursuit of ITRC’s mission and vision. ITRC’s Membership Code of Conduct requires every member to work towards team consensus and collaboration. ITRC requires diverse perspectives that provide the knowledge and skills to address all environmental challenges in pursuit of developing innovative products.
